Tyler Peck died at a house in the town on February 2nd.
34-year old Holly Strawbridge, who is also from Salcombe, has been charged with two counts of supplying a class A drug, and two counts of child cruelty.
She will appear before magistrates in Plymouth.
A 29-year-old man from the town was also arrested.
He was released on police bail until Tuesday 2 July.
