People in Exeter have been asked to help the city council identify anyone who is sleeping rough during the extreme wet and windy weather.
The council's outreach team is working with the St Petrock's charity for homeless people to help rough sleepers find accommodation.
But residents are also asked to report anyone they fear is at risk using the Rough Sleeper Hotline on 0800 151 3441.
