Lorries have spent the morning dumping 700 tonnes of grit in the store near Drum Bridges off the A38.
Local residents had raised concerns after travellers occupied the site last year.
Teignbridge District Council leader Jeremy Christophers tweeted to say: "Accepting delivery of 700 tonnes of grit at Drumbridges, to ensure no illegal occupation of the gritstore can happen..."
