Traders in Exeter's Fore Street say their business has been hit hard by reports of anti-social behaviour.
For a short time the legal highs shop Hush was attracting some people who took drugs in the street - deterring shoppers from visiting.
Police and the shop have now taken action - but traders say the damage has been done.
