Plans to pedestrianise Exeter's Paris Street have been approved by Devon County Council.
Councillors voted in favour of plans to close Paris Street to traffic as part of the bus station redevelopment.
Critics of the move say it will affect traffic in the rest of the city centre and have a knock on effect for bus services.
Exeter City Council will now vote on the proposals once the planning application has been revised by the developers.
