A woman in her 50's says she has been harassed for four years.
Officers have released an e-fit of a man they would like to identify.
The man often targets the woman in Barnstaple around lunchtime.
He's described as white, in his late 40s, more than 6ft tall and of medium build.
He is always dressed in dark blue clothing and carries a rucksack.
