Rickshaws in Tiverton, cheap car parking in Crediton and a street market in Cullompton are among the measures on the cards, to bring more shoppers into the towns.
They're being financed with a combination of Government cash, district council money and private funding.
Other projects include a loan scheme for businesses in Tiverton and a marketing and promotion campaign for Crediton town centre.
All the ideas came from local traders and business associations, and were chosen because they had good organisation and financing to support them.
