Mid Devon council's defending its plan to fine residents who put their rubbish in the wrong bins or take their bins out at the wrong time.
Those who do will initially receive a letter reminding them of the rules - but if they ignore that and further warnings they'll be fined 75 pounds.
The council says the measure's only aimed at a small minority of persistent offenders.
