There have been reports of dogs causing alarm to people in East Devon.
The district council is looking into incidents on Exmouth beach and Woodbury Common, where people were attacked by dogs which were out of their owners' control.
One particular group of dogs involved included up to four boxers and a bull mastiff, and they were being walked by a young couple and an older woman.
The council would like to hear from anyone who can identify the owners.
