The Devon and Somerset Fire Service and its equivalent in the Avon area are looking at new ways to work together and have not ruled out the possibility of a merger.
Measures could include group buying and the sharing of some equipment.
The two services say they work across a similar mix of rural and urban ground, so the partnership could be a good fit.
