A new levy on developers in Exeter could bring in around 20 million pounds to fund new schools, transport and leisure facilities.
The new system would mean developers having to make payments as soon as they start work... until now the council has agreed infrastructure funding with them on a site by site basis.
Councillors are due to decide whether to adopt the levy at a meeting next week - if agreed it could be introduced in December.
Local communities would have a say on how the money raised from developments in their area should be spent.
