Council tax bills are being sent out with accompanying debt advice leaflets in Exeter.. because of concern that changes to the benefits system will put too much strain on people's finances.
Because of the withdrawal of funding for council tax support, all working-age residents will now have to pay SOME tax.. even those on such low incomes that they've been exempt up until now.
