Police in Devon are being given more flexibility in the way they deal with young offenders.
Under new legislation, low-level crime like petty theft or minor assaults can be quickly dealt with out of court.
Young people will be dealt with by a restorative disposal - where the offender must right damage caused by an offence - a caution or a charge - something which is decided after a consultation with the youth offending team.
It means measures like penalty notices will no longer be used.
