Police looking for witnesses to Bideford incidents.
A woman approached PCSOs on Saturday night (7th March) to say a man was causing distress to a group of disabled people who were waiting for a bus near Bideford Quay at around 7.15pm.
Officers approached the man to try and speak to him, but he went into a phone box, and when he left knocked a small child off their scooter. They were unharmed after being caught by their father.
A 48-year-old man has been arrested on suspicion of being drunk and disorderly in a public place, assault of an emergency worker, and possession of a Class C drug. He has been released on police bail until 23 March.
But officers now need witnesses to both incidents.
Anyone with information is urged to call police on 101, or email 101@dc.police.uk, quoting crime reference number CR/020358/20.
