The 88 year old has been missing from Tiverton since Monday.
Police say there is now strong evidence to suggest Jean Disney fell into the water in the early hours of Monday morning (17th Jan).
She was last seen in the John's Way area at 3am wearing a coat over her dressing gown.
Officers have urged those carrying out their own searches, arranged on social media, to stay away from the water.
