There have been hundreds of claims for compensation from people living near the South Devon Highway.
The £110 million road between Torquay and Newton Abbot opened in 2015 and Devon County Council has received 369 claims from local residents so far.
Many say their homes have suffered structural damage and that the noise is unbearable.
One elderly couple who live near the link road say they have already spent around £3,000 on repairs to their home.
Residents whose properties have seen a drop in value since the construction of the road will receive compensation under the Land Compensation Act 1973.
