Exeter businesses are reporting the highest levels of confidence since September 2007, according to the local Chamber of Commerce.
Its latest survey shows the highest number of companies working at capacity level since March 2008.
Investment has increased in the last quarter, with 53 per cent of members putting money into their company ... and 35 per cent have taken on new employees.
The findings have been reported to the Bank of England.
